台北市長參選人柯文哲上午針對公共住宅問題發表第八支政策影片，他指出過去幾十年來已證明由住戶和建商主導的都市更新是失敗的，政府應公辦都更，協助完成最困難的規劃與整合部分，才能有效解決台北市建築老化的問題。
