桃園航空城捷運線案　退回小組續審

【洪敏隆／台北報導】環保署環評大會審查桃園航空城捷運線案，環評小組當初做成「進二階」及「退回小組續審」，環評大會主席環保署長沈世宏表示「歡迎開發單位自願進入二階環評」，但開發單位不願直接進二階審查，最後環評表決退回小組續審。

沈世宏說，過去即便在一階環評有民眾公共參與，但若遇到爭議未決、告上法院，法院判決才認定二階環評才是法定公共參與，導致撤銷一階環評結論，環署為此也調整環評審查案件進二階環評的作法有3種，規模大於一定開發者要進二階；若有爭議時，由開發單位自行考量，是否自願進入二階審查，此舉也是希望縮短一階環評期程；環委也可判定是否進二階。

開發單位回應時感謝沈世宏的「苦口婆心」，但強調民調多數桃園人都支持蓋捷運，會盡力與民眾達成良性溝通，因此不自願進二階審查，希望能補充相關資料退回小組續審。
