十二年國教政策轉彎，國民黨立委蔣乃辛表示，行政院要負很大的責任。十二年國教不是今年才在講，推動時就應該要考量到財政問題，現在卻發現錢不夠，立法院想要增補預算，教育部也想要，但行政院卻說只要22.5億就夠了。政策變來變去，不但教育部被打巴掌，連立法院也被打大巴掌。
