民進黨對中政策以「台灣共識」取代「憲政共識」，前民進黨主席蔡英文上午在臉書解釋，民進黨主張必須反映台灣主流民意，必須是大多數台灣人可以接受的「台灣共識」。她在2012年總統大選提出的「台灣是中華民國，中華民國是台灣」，是迄今多數人民可接受的主張，若能以此作為基礎，凝聚台灣內部最大的共識，也就是「台灣共識」，就可和國民黨作出明確區隔，不致被曲解成傷害台灣或中華民國的主權。

蔡英文說，不同意見都可納入充分討論，先建立黨內共識後，再進一步追求「台灣共識」。
